33. Giving citizens a voice: mobilizations, participation, solutions

Last year, for the first time in the framework of a COP on climate, an assembly of one hundred citizens from all over the world, chosen by lot, accompanied the negotiators designated by the States. This international civil society initiative was born out of the realization that the COP governance process, based on negotiations between states, is not sufficiently effective, as greenhouse gas emissions continue to rise. 

The idea of an assembly of citizens who are freer than the representatives of States to find other negotiation levers has therefore finally gained ground among specialists in participatory democracy. In a highly technological society, where the people have delegated their decision-making power to experts and political representatives, citizens must have the opportunity to express themselves on subjects that affect the construction of the city. 

From this point of view, the Citizens' Climate Convention and the climate marches, are all stimulating attempts to include citizen appeals in the democratic debate. They deserve to be generalized and integrated into the institutions and organizations that govern societies, in order to bring about a new democracy that people are demanding.
